In 1992 the two countries driven by the quest to fight the common enemy of poverty and unemployment signed a treaty for the Development of the Water Resources of the Komati River Basin. KOBWA was established through this treaty to implement Phase 1 of the Project. Phase 1 comprised the construction of the Driekoppies Dam (Phase 1A) in South Africa and Maguga Dam (Phase 1B) in Swaziland. The official opening of the Maguga Dam marked the end of Phase 1 of the Komati River Basin Development Project.

The Maguga Dam is situated about 12 km south of Pigg's Peak. It has a total height of 115m, making it the fifth highest dam in Southern Africa after Katse and Mohale (Lesotho), Kariba (Zimbabwe) and Cabora Bassa (Moçambique). The Treaty set the full supply level for the dam at 626 masl giving a capacity of 332 million cubic meters. The resultant height of the dam from the lowest foundation level of 519 masl to non-overspill crest of 634 masl is 115m. Despite the height, the dam has a capacity of only 40 % of the mean annual runoff of the Komati River at the position of the dam.
