Built immediately after the Woodhead dam, to the same design, and also under the control of  Thomas Stewart, construction on 'Hely' started almost before the stonemasons had time for a tea break, and was completed in 1904.

The 'Hely' acts as extension to the Woodhead, and its water is discharged by feeding it into that dam.  The outlet works on the Woodhead feed the water back into the Disa Gorge en route to the Twelve Apostles tunnel.  It then goes to the Kloof Nek water treatment plant for dispersal into the City's reticulation system, or for temporary storage in the Molteno Reservoir (Ref 1)
